Implement a manual OM DB rebuild mechanism in Recon to support operator-managed
bootstrapping when OM is unreachable. Ensure rebuilds are atomic, preserve
manually placed databases during sync failures, update OM sync sequence
tracking after successful rebuilds, and provide task status visibility.
Existing automatic snapshot, delta sync, and SCM task behavior must remain
unchanged.
