[HDDS-14349] addresses the primary HA chart failure mode: longer initialization
should not be treated as liveness failure. That is covered by \{{startupProbe}}.
The original follow-up discussion and

also proposed a \{{readinessProbe}} based on Ratis roles (\{{LEADER|FOLLOWER}}).
That part is split out into this issue so we can decide the trade-offs
explicitly before coding.
