Description:
HDDS-14349 addresses the primary HA chart failure mode: longer initialization
should not be treated as liveness failure. That is covered by
{{{}startupProbe{}}}.
The original follow-up discussion and [reviewer sample
|https://github.com/apache/ozone-helm-charts/pull/20#discussion_r2631983830]also
proposed a {{readinessProbe}} based on Ratis roles ({{{}LEADER|FOLLOWER{}}}).
That part is split out into this issue so we can decide the trade-offs
explicitly before coding.
