The Ozone Manager's {{decommission-job}} and {{leader-transfer-job}} define
{{$affinity}} and {{$tolerations}} variables (using declared values from
{{{}values.yaml{}}}) in their templates but never apply them to the pod spec.
This means users cannot configure scheduling constraints for these jobs similar
to the OM, SCM, Datanode, S3G and Recon pods.
