Convert monolithic 01-recon-web-ui.md into folder 01-recon-web-ui/ with:
- README.mdx: landing page with intro, navigation, and shared conventions
- 01-overview.mdx: Overview page (converted to .mdx)
- 02-capacity.mdx: Cluster Capacity page (moved in from root, .md→.mdx, with
its 4 images)
Update inbound link in capacity-planning doc. Add frontmatter to REST API page.
AI Assistant and REST API remain as top-level Recon feature siblings.
Foundation for JIRAs 2–4 (remaining Web UI pages).
