## What changes were proposed in this pull request? The `DisallowedUntilLayoutVersion` annotation only accepts an `OMLayoutFeature`. Since annotation parameters can't be interfaces like `ComponentVersion`, we need to create a new annotation that accepts `OzoneManagerVersion`. ## What is the link to the Apache JIRA HDDS-16023 ## How was this patch tested?
