Add unit coverage for the recovery paths introduced by HDDS-13173:
* Delete a checkpoint when opening it fails.
* Throw {{IOException}} and delete partial directories when {{getCheckpoint()}}
returns null.
* Retry old-checkpoint deletion for an already-defragmented snapshot.
No production behavior changes are required.
