Add ozone admin containerbalancer dry-run command which fetches datanode usage
info via the existing getDatanodeUsageInfo RPC. It should use the cluster
summary computed by the analyzer(HDDS-16173) to help in computing the estimates.
Default behaviour: show estimates for all three profiles (slow, medium, fast).
With default values for configs i.e timeouts, balancing interval, threshold,
include/exclude nodes.
When the user provides the --profile or --bandwidth explicitly then the command
should show the estimates for that particular profile only.
If the user overrides any config (i.e timeouts, balancing interval, threshold,
include/exclude nodes) then the command should respect that to compute the
estimates.
Output example:

Cycle time: ~130 min (planning + move + interval)
Estimated iterations: 105 effective (137 with buffer)
Estimated duration: ~9.5 days
