Summary: Revisit the gRPC server graceful shutdown

The gRPC server graceful shutdown currently simply calls awaitTermination
without checking any return
* InterSCMGrpcProtocolService#stop
* ReplicationServer#stop

stop mechanisms. We should revisit whether the current graceful shutdown is
correct.
