Secure acceptance tests currently leave all internal protocol ACLs to their
default {{*}} value. These should be updated to reflect the values used in a
real secure deployment, which will be documented in HDDS-16369. Also as part of
this task we can combine all security acceptance test setup to one central
configuration that all secure clusters source.
