## What changes were proposed in this pull request?
In Recon v2, the Heatmap item in the sidebar can appear briefly on page
load/refresh when the Heatmap feature is disabled. It disappears once GET
/api/v1/features/disabledFeatures returns and includes HEATMAP. This should not
be visible.
