Noticed during review of HDDS-16845.
Currently, {{RocksDatabase#delete(ColumnFamily, byte[])}} and
{{RocksDatabase#deleteRange(ColumnFamily, ...)}} do not pass {{writeOptions}}
to the underlying RocksDB calls, unlike {{RocksDatabase#put}} or
{{{}RocksDatabase#delete(ColumnFamily, ByteBuffer){}}}.
When the configuration enables `{{{}writeoption.sync=true`{}}}, direct deletes
and range deletes are not synced to disk while puts and batch writes are. This
does not match the documentation ({{{}RocksDB.md:79{}}}) when
`{{{}writeoption.sync=true`{}}} is enabled.
