Add contributor and committer guidance to the shared `AGENTS.md` source used by
`CLAUDE.md`, covering:
- Merge cadence and allowing at least 24 hours for feedback across time zones.
- Clean fork CI before opening or marking a PR ready.
- Keeping unstable work in draft and avoiding obsolete or unnecessary CI runs.
- Separating distinct issues, unrelated cleanup, and refactoring from
functional changes.
- Investigating test failures rather than only increasing timeouts.
- Validating AI-generated analysis and disclosing AI assistance.
