## What changes were proposed in this pull request? `SCMStateMachine#applyTransaction` now skips entries with a warning when called on the bootstrap state machine created by `SCMRatisServerImpl.initialize()` for `ozone scm --init`, which has no transaction buffer or invokers. Previously, a leftover Raft group in the Ratis storage directory could be recovered and its committed entries applied to this instance, causing a `NullPointerException` consistent with the one reported; the fix is a single `isInitialized` guard matching the other callbacks, with one test each in `TestSCMStateMachine` and `TestSCMRatisServerImpl`. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-6649 ## How was this patch tested?
