Please describe your PR in detail: * RevokedSTSTokenCleanupService stores ozoneManager.getMetadataManager() in a final field in its constructor, and the service is created once in OzoneManager.start. OzoneManager.installCheckpoint stops the old metadata manager, which closes its store, and reloadOMState creates a new OmMetadataManagerImpl.
