## What changes were proposed in this pull request? The Namespace Usage metadata panel displays Quota Allowed: 0 Bytes and Quota Used: 0 Bytes while Recon is initializing. The quota API returns status: INITIALIZING, but the UI checks state, causing it to display default values and omit the initialization notification. This patch checks quotaResponse.status and adds a quota response type to replace any. Quota rows are hidden during initialization, and the existing initialization notification is shown. ## What is the link to the Apache JIRA [HDDS-17006](https://issues.apache.org/jira/browse/HDDS-17006) ## How was this patch tested? - Added regression tests before the fix: two initialization cases failed and five other cases passed. - After the fix, all seven tests passed, covering initialization, valid zero and nonzero quota values, unset quotas, and special response statuses. - Recon UI production build, Checkstyle, RAT, and git diff --check passed. - Full TypeScript checking was blocked by the existing missing vite-plugin-svgr/client type definition.
