## What changes were proposed in this pull request? Extracted `limits` and `sizing` from `ContainerExportManager` as mentioned in https://github.com/apache/ozone/pull/10813#issuecomment-5290783568. Adds per-request sizing to container ID export: `submitJob` now takes `maxRows`, `batchSize` and `partSize`. A value of `0` means use the manager default, and values above the shared `ExportLimits` maximums are rejected. A new `ExportSizing` class validates the request and resolves the defaults in one place. `maxRows` stops the scan early and trims the last fetch, so a user can sample or cap an export on a cluster with millions of containers. ## What is the link to the Apache JIRA [HDDS-16996](https://issues.apache.org/jira/browse/HDDS-16996) ## How was this patch tested?
