## What changes were proposed in this pull request?
After deleting the key, `testContainerStateAfterDNRestart` currently:
1. Sleeps for 10 seconds.
2. Checks every 100 ms for up to another 10 seconds until all container
replicas are empty.
Instead of waiting unconditionally for 10 seconds before checking the
result, this PR starts polling immediately.
Also increase the timeout from 10 to 20 seconds to keep the same maximum
wait, while allowing the test to continue as soon as all replicas are empty.

## How was this patch tested?
Ran `testContainerStateAfterDNRestart` 10 times locally before and after the
change.
