## What changes were proposed in this pull request? Return an empty failure set immediately from StorageVolumeChecker.checkAllVolumes() when the supplied volume collection is empty. Previously, an empty collection left the completion latch unreleased, causing the method to wait for the full disk check timeout (10 minutes by default) and log a misleading timeout warning. Since volume sets are checked sequentially, this delayed checks of subsequent sets and extended the periodic check cycle. The change preserves existing behavior for non-empty collections and adds a regression test for empty collections. ## What is the link to the Apache JIRA [HDDS-17010](https://issues.apache.org/jira/browse/HDDS-17010) ## How was this patch tested? - Confirmed the new regression test failed before the fix by exceeding its 10-second limit with a configured 10-minute disk check timeout. - After the fix, all 33 tests in TestStorageVolumeChecker, TestVolumeSet, TestVolumeSetDiskChecks, and TestPeriodicVolumeChecker passed. - Ran ./hadoop-ozone/dev-support/checks/checkstyle.sh successfully. - Ran git diff --check successfully. -- This is an automated message from the Apache Git Service.
