*Problem*
OM's background block deletion ({{{}KeyDeletingService{}}} →
{{{}ScmBlockLocationProtocol.deleteKeyBlocks{}}}) writes transactions into
SCM's Ratis-replicated {{{}DeletedBlockLog{}}}. When SCM followers lag the
leader, this async load is exactly what backs up, but OM has no lag-aware
throttle today — only static limits.
