logic for the default cache size?

We can reduce the cache size from 1M to a lower value as well. The rationale
for the default is to retain enough recently processed block IDs to cover at
least one OM-to-SCM block-deletion interval, so that duplicate block IDs
received within that window can be detected. As duplicates are mostly the
recent ones from OM. Current default is 50K keys from OM to SCM and each key
can contain multiple blocks.
