[Jira cleanup 2026-10-22] Resolving as Implemented. SCMStateMachine downloads a
leader checkpoint in notifyInstallSnapshotFromLeader and installs it in
reinitialize; HDDS-5103 and HDDS-5173 implemented and refined the mechanism in
2021.
