## What changes were proposed in this pull request? Extracted from #10829: - stop embedding docs in HTTP services, replace with links to the website - but keep the content and continue including it in binary tarball This: - reduces build time and jar sizes a bit - cuts dependencies on `hdds-docs`, reducing the effect of further doc changes (until removed completely) https://issues.apache.org/jira/browse/HDDS-17373 ## How was this patch tested? Checked dependency tree, `hdds-docs` referenced only in `ozone-dist`, none of the server components.
