CreateKey, CreateFile, CreateDirectory, AllocateBlock and CommitKey check ACLs
in preExecute via OMKeyRequest.resolveBucketAndCheck*. A PERMISSION\_DENIED is
not written to the audit log; markForAudit only runs in validateAndUpdateCache.
Add the preExecute catch used by OMVolumeCreateRequest and
OMBucketCreateRequest.
