## What changes were proposed in this pull request? `SCMCommonPlacementPolicy#validateContainerPlacement` counts replicas on each rack whenever Replication Manager checks container placement. The current stream uses `groupingBy` and `reducing`, creating temporary objects on every call. This change counts the replicas directly with a `HashMap`. It keeps the existing handling for missing rack paths and dead maintenance nodes. ## What is the link to the Apache JIRA? https://issues.apache.org/jira/browse/HDDS-17381 ## How was this patch tested? CI: Benchmarked the old and new code back to back under the same conditions. Each version ran three times, with 1 second of warmup followed by 2 seconds of measurement. The table shows the median. Memory allocation was averaged over 100,000 calls.
