Summary: Keep SCM/DN policy behavior backward-compatible before

Inspect new SCM→old DN mixed-binary phase and verify policy-dependent
requests/local metadata behavior remain at old apparent HDDS semantics.
Establish whether a shared HDDS version is needed; do not add generic per-DN
capability negotiations.
*Reason:* ZDU specifically permits SCM-new/DN-old, and prevents activation of
incompatible features before HDDS finalization.
*Acceptance criteria:* Mixed-DN tests show no premature policy-specific wire
fields/behavior; legacy allocation and DN operations remain healthy; existing
DN registration/version constraints verified.
