The following SCM properties are marked as dynamically reconfigurable:
* {{hdds.scm.replication.maintenance.replica.minimum}}
* {{hdds.scm.replication.maintenance.remaining.redundancy}}
However, {{NodeDecommissionManager}} copies their values during initialization
and continues using the cached values when validating maintenance requests.
After reconfiguration, {{ReplicationManager}} uses the new values while
{{NodeDecommissionManager}} uses the old ones.
This can incorrectly allow or reject datanodes entering maintenance.
Update {{NodeDecommissionManager}} to read the shared
{{ReplicationManagerConfiguration}} dynamically, or refresh its cached values
after reconfiguration. Add Ratis and EC tests verifying that maintenance
admission immediately honors updated values.
