A short-circuit read of one block is counted twice in the datanode total
operation count. The block-read counters stay correct.

{{{}http://<datanode>:9882/jmx?qry=Hadoop:service=HddsDatanode,name=StorageContainerMetrics{}}}.
# Read the key with {{{}ozone sh key get <volume>/<bucket>/<key> /tmp/out{}}}.
# Read the same three counters again.
Expected: All three counters increase by 1.
Actual: {{NumOps}} increases by 2. {{numGetBlock}} and {{numLocalGetBlock}}
increase by 1.
