Description:
Extending the start command of container balancer to provide an auto-config
flag allows start to populate its parameters from the recommend logic instead
of raw config defaults. By default it uses the medium profile recommendation.
--profile slow|medium|fast selects a different profile as the seed.
Users can also override configs to start balancer with recommendations based
off of their provided config overrides or provided profile.
Existing start behaviour without these new flags must remain unchanged.
