Summary: Update per-datanode pipeline limit to support CHAINED
pipelines

The per-datanode pipeline limit counts both RATIS/THREE and CHAINED/THREE Raft
groups. PipelinePlacementPolicy#currentRatisThreePipelineCount and
RatisPipelineProvider#exceedPipelineNumberLimit count only RATIS/THREE today.
