Tsz-wo Sze updated HDDS-17685:
------------------------------
    Description:
Claude:
- Lease recovery. LeaseRecoveryClientDNHandler sets the last block's length
from a single datanode, via finalizeBlock or getCommittedBlockLength. For a
CHAINED block it must use the all-acked length, e.g. the minimum across
replicas. Otherwise the recovered key length can exceed what a shorter replica
holds. FinalizeBlock is also a Raft write today, so a CHAINED pipeline needs a
non-Raft path, such as a stream command or a direct call to each replica.

- Lease recovery needs the all-acked length, either the minimum across replicas
or the length OM recorded at hsync. It also needs a non-Raft replacement for
FinalizeBlock, which is a Raft write today.
