## What changes were proposed in this pull request? The ZDU changes removed addFinalizingMark, finalizeLayoutFeature (one Integer argument, once per layout feature) and removeFinalizingMark from the interface. If there are Ratis logs that need to be replayed after an upgrade to a ZDU version, SCM will fail to apply the logs and crash. This change adds them back in, making the "Mark" commands noops and the finalizeLayoutFeature(version) correctly apply the finalize up to the passed in version. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-17421 ## How was this patch tested?
