   ## What changes were proposed in this pull request?

apache/ozone#11650 switches the Recon SQL DB from Derby to SQLite and
removes Derby. This updates the user facing docs to match:

   - Recon architecture page: SQLite is the default, with the new defaults for
`ozone.recon.sql.db.driver`, `ozone.recon.sql.db.jdbc.url` and
`ozone.recon.sql.db.jooq.dialect`. Adds a short upgrade note (the Derby DB is
not migrated, Recon fills a new SQLite DB, a Derby JDBC URL falls back to the
SQLite defaults with a warning, the old `ozone_recon_derby.db` can be deleted)
and the `org.sqlite.tmpdir` hint for hosts where `java.io.tmpdir` is mounted
`noexec`.
   - Recon disk replacement page: default SQL DB and JDBC URL.
   - Upgrade developer primer: drops "Derby" from the Recon SQL schema
versioning sentence.

The configuration appendix is not edited by hand; it is regenerated from
apache/ozone master.

This should be merged after apache/ozone#11650.
