## What changes were proposed in this pull request? Add `Fork CI Ping` workflow, omitted in HDDS-17300. This should help get initial Fork CI Status sooner after PR gets created/updated, at least for those with write privileges (no need to manually approve the `pull_request` run). The name is slightly changed from `Fork CI Signal`, thinking `Ping` is more descriptive and harder to confuse with `Status`. (On a related note, I noticed that the `fork-ci` action posts the fork run under "some" workflow name. Mostly it's `pull request / build-branch (fork)` (where `pull request` is our workflow that checks the title), but also seen `ASF Allowlist Check / build-branch (fork)`.
