## What changes were proposed in this pull request? Moves teardown of the five shared Recon test resources into ReconTestUtils for ten test classes and removes the unused DB fixture from TestFeaturesEndPoint. This follows [the suggestion on #11774](https://github.com/apache/ozone/pull/11774#issuecomment-6629968139). On JDK 21: - Full Recon unit suite at `a79726888d`: 903 tests, 0 failures, 0 errors, 32 skipped. - After merging upstream master at `3db471c2bf`, rebuilt Recon and its dependencies; Checkstyle and PMD passed on `3c7cc5ebc3`. - The full Recon unit suite is being rerun on `3c7cc5ebc3`; its result is pending.
