Description:
This task is to provide useful information by exposing write lock waiting, held
time metrics and log messages to understand OzoneManagerLock timestamp such as:
# {{longestWriteLockWaitingTime:}} longest time (ms) a write lock was waiting
since the last measurement
# {{longestWriteLockHeldTime:}} longest time (ms) a write lock was held since
the last measurement
# {{numWriteLockLongWaiting:}} number of times the write lock has been waiting
longer than the default threshold configuration
# {{numWriteLockLongHeld:}} number of times the write lock has been held
