OM and SCM already support reconfigurable, see OM: HDDS-3591. SCM [HDDS-8032]
Datanode
The purpose of this Jira is to Support Datanode dynamically change
configuration.
The future purpose is Support dynamically changing some deletion-related
configurations. So, we can adjust the speed of deletion and do not need to
restart any node.
