Summary: Reduce time of compaction pause during bootstrapping

Currently the compaction pauses lasts for the entire duration of the tarball
creation/network transfer.
By copying the compaction logs and link to the backup sst files, we can reduce
this to the time of the copy/link and the checkpointing of the active fs.
