Summary: [hsync] Flush to only wait for majority of DataNodes

We currently want for the PutBlock request to be applied to all three DataNodes
in the Raft ring.
For hsync/hflush, we can ignore this step to allow Ozone to skip slow
DataNodes, which is especially crucial for HBase performance.
Make it optional so it can be tuned.
