*Few of metrics required to monitor pipeline health:*
# Slow follower sync difference
# Cache Miss ratio
# Pending request count
# Pending request size
# Global pending request size
*Every 5 minute timer,* can check above parameter and have
* warn log if accepted with delay of throttling (with count)
* Error log if meeting rejection policy (with count)
* Error log for trigger of closure of pipeline
