Summary: OzoneConsts should be configurable for crypto compliance

OzoneConsts class contains a bunch of constants that cryptographically might
not be compliant to some legislation. It needs to be changed, but it requires a
bit more refactoring than just straight introducing a configuration property.
Compliance can possibly also be achieved if some of these constants are not
used.
