### Search before asking - [x] I searched in the [issues](https://github.com/apache/paimon/issues) and found nothing similar. ### Motivation There is a repair procedure that supports syncing tables inside a filesystem to HiveCatalog. Similar needs to be supported for JdbcCatalog. This enables migration to JdbcCatalog easier.
