### Purpose
Fixes #10467.
Use explicit UTF-8 for signing-key derivation and HMAC input in
`DLFDefaultSigner`, so signatures do not depend on the JVM default charset.
This preserves existing UTF-8 behavior and aligns with the other DLF signers.
### Tests
Added known-answer tests in `DLFRequestSignerTest` for ASCII input, a
non-ASCII secret, and non-ASCII HMAC input.
- UTF-8 JVM: `DLFRequestSignerTest` and `DLFOpenApiV4SignerTest` (36 tests).
- ISO-8859-1 JVM: `DLFRequestSignerTest` (18 tests).
- Both runs use the standard Maven checks without `fast-build`.
