### Purpose fix #6648 - Lance rejected `TIMESTAMP_LTZ` as a workaround from the initial integration (#5809): Lance fails to parse time zone ids like `GMT-10:00`. - Since #7364, `ArrowFieldTypeConversion` always writes LTZ with the `"UTC"` zone, so such ids no longer reach Lance; this also removes the concern that closed #7703. - Vortex and Mosaic already accept LTZ; docs updated with the type mapping. ### Tests - Added `LanceFileFormatTest#testValidateDataFields_SupportedLocalZonedTimestampType` (precisions 0/3/6/9 and `ARRAY<LTZ>`): fails on master with `UnsupportedOperationException`, passes with this change (10/10). - Added `timestamp_ltz`/`timestamp_ltz_3` to `LanceFileFormatReadWriteTest` full types as a regression guard (7/7); it also passes on master since writers skip the validator. - `mvn -pl paimon-lance clean install`: BUILD SUCCESS, 0 failures. - `JavaPyLanceE2ETest` (pypaimon) not run. -- This is an automated message from the Apache Git Service.
