[python] Validate upstream table row-tracking for BlobView
BlobView references an upstream row by (table, fieldId, rowId), which
requires the upstream table to enable 'row-tracking.enabled = true' so
that rows can be addressed by _ROW_ID.
This commit adds unified upstream row-tracking validation across both
the write/construction path (BlobViewStruct.of, resolve_blob_field_id,
Blob.from_view) and the read lookup path (BlobViewLookup).
Tests:
- Add test_validate_upstream_row_tracking unit test (5 scenarios)
- Add test_blob_view_rejects_non_row_tracking_upstream_table e2e test
(3-step validation: PK table simulation, construction-time rejection,
read-time fallback)
