The CI check job fails because the standalone ROW Variant fixture README lacks an Apache license header. Remove the unused README; no test or fixture-generation script references it. Validation: - SkyWalking Eyes v0.9.0 checked 1,058 files with zero invalid headers in a clean checkout. - `python3 scripts/validate_asf_yaml.py` passed. - `python3 -m unittest discover -s scripts/tests -p 'test_*.py'` passed all 13 tests. - `git diff --check` passed.
