URL: https://github.com/apache/paimon-mosaic/pull/101

Binary JARs and wheels currently ship an Apache-only primary LICENSE even
though they bundle third-party native dependencies. The checked-in Java binary
LICENSE also points to HTML reports that are not packaged. Build each binary
LICENSE from the Apache text plus the existing JNI/FFI third-party inventory,
and verify the full content in the JAR and both wheel license locations. Keep
source/javadoc JARs on the source license.

Also install PyArrow from PyPI before installing the exact RC from TestPyPI
with `--no-deps`, and add the ASF header to cbindgen output so license-header
checks pass after building an extracted source archive.

   Validation:
   - Tool tests: 140 passed; 25 GPG-dependent tests skipped locally because GPG
is unavailable.
   - Four Java staging regression scenarios passed.
   - Actual Maven release-profile package and macOS native-loader smoke test
passed; binary LICENSE verified and source/javadoc JARs checked separately.
   - Actual Python sdist-to-wheel build and canonical legal-file verification
passed.
   - Source archive matched the commit; FFI release build and license-header
check passed in the extracted archive without Git metadata.
   - New regression cases reject Apache-only, missing-report and stale primary
LICENSE content; the binary artifact tests now run in Release Vote Gate.

This PR is independent of #96; both fixes can be merged before preparing the
0.3.0 RC. It does not change release versions or publish artifacts.
