Binary partition values already use UTF-8 in both legacy and non-legacy modes. Update the DDL test to verify that both modes read back the original bytes and use the stable `day=2021` path, instead of expecting a read failure in legacy mode. Validation: Spark 3.5 `DDLTest` — `Fix partition column generate wrong partition spec` passes, covering both legacy settings. The Spark dependency build and static checks pass.
