Hi @LuciferYang, this PR addresses #10239.

In a value-only partition layout, the write path previously accepted
partition values starting with `_` or `.` (e.g. `_x`, `.tmp`), while the scan
path treats such directories as hidden and skips them — so those partitions and
all of their data silently disappeared from every read.

This change makes the failure loud at write time: every value-only partition
value is now validated against the same `isHiddenName` predicate the scan uses,
while the configured default partition name (which scans deliberately un-hide)
stays allowed. Read paths are left unchanged, so no legitimate default
partition is rejected.

The CI workflow run is currently pending a maintainer's approval — could a
committer please approve it to kick off the checks? Thanks!
