### Search before asking - [x] I searched in the [issues](https://github.com/apache/paimon/issues) and found nothing similar. ### Paimon version Affected: 1.4.2, 2.1.0 and current master ### Compute Engine Flink ### Minimal reproduce step the Flink file system fails on a wrong bucket, then delegates to Hadoop filesystem that throws "RuntimeException: java.lang.ClassNotFoundException: Class org.apache.hadoop.fs.s3a.S3AFileSystem not found" because hadoop-aws is not on the classpath. That misleading error is all the user sees instead of the wrong bucket error. ### What doesn't meet your expectations? FileIO.get probes the prefer, fallback and Hadoop loaders through checkAccess, but only catches IOException, so a RuntimeException or LinkageError thrown by a later probe escapes and the earlier IOExceptions are dropped.
